Role and Responsibility of Secretary in CHS

Under the Maharashtra Co-operative Societies (MCS) Act, 1960, Rules, and Model Bye-laws, the Secretary plays a crucial administrative role in the functioning of a housing society. The Secretary's primary duties include ensuring compliance with statutory requirements, maintaining records, and handling society correspondence. Below are the key responsibilities:

1. Administrative Duties

Maintain and update all statutory records, such as the register of members, share certificates, and minute books of General Body and Managing Committee meetings.

Issue notices for society meetings, including General Body and Managing Committee meetings.

Record and circulate minutes of meetings within a specified timeframe.

2. Correspondence and Documentation

Handle all correspondence on behalf of the society with government departments, local authorities, and other external entities.

Ensure timely submission of statutory filings, including annual reports, audit reports, and income tax returns.

3. Collection and Disbursement

Collect maintenance charges, contributions to the sinking fund, and other dues from members.

Assist the Treasurer in managing payments for society expenses.

4. Compliance and Reporting

Ensure compliance with the MCS Act, Rules, and Bye-laws by submitting necessary documents and reports to the Registrar of Cooperative Societies.

Implement decisions made by the General Body and Managing Committee.

5. Conflict Resolution

Address complaints and grievances raised by society members.

Act as the initial point of contact for resolving disputes between members or between members and the society.

6. General Supervision

Oversee the daily administration of the society, including maintenance work, staff management, and operational tasks.

Supervise society employees, ensuring adherence to their roles and responsibilities.
